from memory, turkey has asked for EU membership before the UK. well technically it wasn't called the EU back then but you got the idea

If you wanted to get a self-standing EU citizenship, it would be an absolute nightmare for thousands of reasons of different reason, practical, legal and political.

I d'ont really see any reason other than political

practical, sure rewriting all EU law to be about EU citizen instead of member states takes time, but so does translating every law in 27 language, which we are currently doing, and on the budget of the EU, it would not be a massive undertaking.

Legal, yes we have to change the law to change the law. unless there are exception for some countries (let me know) then it's mostly writing EU citizen instead of member state citizen

Political, yes that is the big roadbloc
