If you don’t force people to use characters from the large set, most of them will just use lowercase characters. The attacker can use this assumption to bruteforce (try every possible combination) in that smallest set. They know they won’t crack every password, but they will still crack most of them, in an amount of time that could make the attack possible instead of impractical (if, instead, they’d have to use the larger set).
That said, IMHO they should just let us use longer passwords. Easier to remember. It doesn’t matter if you’re using a password manager, but it would be better for most people.

News are focused on the front line, can you give us a snapshot of the whole country? What's it like in the north/west?
Are civilians materially helping the military (ie. packing food rations, equipment, etc.) other than doing their day to day work to keep the economy running?
