How do you propose making that happen? Universities are producing PhD students much more quickly than they're hiring new faculty, and it's hugely convenient for them to exploit grad students and postdocs are a cheap source of intellectual labor instead of hiring them for more respectable (and more expensive) faculty positions.

Frankly, if this truly is your best response to the question, then you should not be a scientific advisor to the President. This is a huge contemporary issue in science and your solution is completely inane.
