I didn't read the report, so I don't know if the $30 msrp came from it, but our family had a couple of small town video stores growing up, and many VHS cost over $100 new. It really hurt when someone would rent three brand new releases that we just paid $350 for and keep them. You know how many $3 rentals it took just to recoup our costs, especially when we did't get them back until they were no longer in demand? We would absolutely send the sheriff to collect them for us if our phone calls and reminder postcards did not get a response. To my knowledge, no one was ever actually arrested for it, but don't ever think that keeping a rental was harmless.

I worked in retail management through college (some years ago) and I absolutely limited a number of employees to 28 hours, because hitting 32 too often would mean they would need to be classified as full-time. It wasn't a budget thing, or a way to prevent insurance (we offered part-timers insurance at the time), but rather a way to have more employees since having all full-timers meant less people to call in on those pretty weekends where a lot of people called out. I also figured out that I could schedule 5 hour shifts and wouldn't need a second employee to cover a lunch break.

It was easy to see that a lot of federal policies are double edged.
