Because despite what you think, a news outlet is made of dozens or hundreds of people, and they each follow a story. While a paper may have a "stance" on certain issues, first and foremost, their obligation is to report news.

This is a pretty smooth brained comparison.
They're not different races like humans who develop geographically, this is more like "my pet goldfish can't live in a salt water pond". Animal "breeds" have biologically different predilections, talents, specialties and weaknesses.
