Why is it that these politicians think that they can put whistle blowers in jail when they are exposing corruption and fraud?

You can't report these things to the lawyers who would press charges on these issues but you can report them to the DOJ? Isn't going directly the lawyers that prosecute these issues essentially removing the middle man in the process? It's quite a heavy penalty to be sent directly to jail just because you skip a step in the process, isn't it? I mean the DOJ would just theoretically consult with the prosecuting attorneys if they felt there was true fraud or any crime being committed any ways and they investigated it, right? Why such a huge penalty and ruining someone's life?
