Lots of outdoor photography is done at sunrise when the light is perfect and the heat isn't bad. Nobody would visit a monument in the middle of the desert at 6am.

Edit: the angle of the shadow in the scene indicates near sunset. The monument website says that during the off season it closes at 5pm, making it pretty easy to reserve.
