In your own view.. Is Russia as a state is being framed for certain actions, or are they mostly guilty of things attributed to them? ( Also if you could do a % split of how much disinformation comes from Russia, and how much from China. )

Is there a possibility that what's being attributed to Russian state operations could be coming from somewhere else? Russia report released recently found no real state connections to Russian state actors after all.
