Excuse me for butting in, but I think generally because inmate includes anyone at a jail or prison — basically anyone being held, whether convicted of a felony and in prison, as well as those who are in pre-trial detention at a county or other jail and not convicted.

Also it may be because many prisons are not officially called prisons, but have elaborate names and include correctional institution

Do you consider this a royal pain in the ass and seriously economically damaging, or doing your part on behalf of the nation (or both)?

I know there is one restaurant where I live who says they will not abide by the order for no dine-in patrons, for example, saying it should be customers who decide.
