If someone makes a conscious choice to be camping outside because they don't like rules, how the hell can you get any traction with these people when the entire prospect of not being homeless is about being responsable and following the most basic instrinsic rules of society?

We have much bigger societal problems that need to be adressed which have been swept under the rug for decades that would benefit more people and save more lives than making sure homeless people get their gallon of rye, or shoot their meth.
