The dentist followed the right steps here. If they diagnosed periodontal disease (which sounds like why they wanted to do the SRP/deep cleaning), then they are right to refuse a regular cleaning since it is below the standard of care to do a cleaning if perio disease exists.
Seeking out another dental practice only makes sense if you suspect the first dentist misdiagnosed the perio. For this case, we don't know for sure since we don't have the perio charts or the X-rays (radiographs). I wouldn't jump to the conclusion that the dentist misdiagnosed either on the basis that the insurance refused because not all insurances actually evaluate X-rays or perio information properly.

If your top two are pulled, chances are your bottom two are not opposing any teeth above them right now. Wisdom teeth and in general posterior teeth are the most prone to decay even with valiant oral hygiene. If they are not opposing any teeth, they could potentially cause issues over time due to hyper eruption and creating additional areas for food to get trapped in. They also have no function in chewing at this point either. These are just potential reasons how they may become a problem over time but of course they may end up doing just fine leaving them there.
That said the choice is ultimately yours as a patient to decide if you want them pulled. Like the other comment said, only get them pulled if they start bothering you OR if the dentists actually diagnoses that they are causing issues such as decay. Personally, if you get them pulled now then you might not have to worry about all that other stuff in the future. Over time, wisdom teeth actually get more risky to extract (bone density and structure changes due to aging and closer proximity to nerves over time).

How old were you when you decided to go and teach overseas? What would you say is something that made you glad you did it? I'm considering it too for the experience and before I go to dental school next year.
