I'm guessing some of these employers won't adjust until it becomes Federally legal. Even then, it would take some time for big corporations to come around. You'd probably see smaller companies switch first as a way to cut costs.
Drug testing is an industry at this point, and I'm sure there will be plenty of back scratching among those interested.
Just my uneducated speculation though.

In a major city in US, best I can get is 100 down and even that is horrifically overpriced and is limited to 5 up.

You are jumping to a lot of conclusions after hearing one participants side of the story.
Not discrediting OP at all, just that many times the perspectives can be vastly different and conclusion reversed depending on who tells the story.
For that reason I think handing out advice or encouraging certain behaviors can be reckless.

Do you ever envision instituting data caps? From what I've read (and it's been a long time so I could be off a little), the total amount of data used by a customer doesn't really matter to the infrastructure and the monopolistic companies just use caps as a revenue generating pay wall.
Does this apply to your company (assuming above is accurate)?
