Here in Brazil, we have over 15K fake calls each year, if caught, the guy will get 6 months tops in jail, how can this change? Tougher legislation? How does it works where you live?

Exactly! We had a prank call this week here in São Paulo (I think), the guy said his car fell 10 meters into a river; when the police realised it was a fake call the guy claimed he only did it because he was drunk. He will not face court this year probably...
