We are in the great lakes state. We are literally surrounded by water. Doesn't matter, it's still expensive as hell. What really gets you is the "storm water run off" charges. The city charges you when it rains...for handling the rainwater. You can try to mitigate by planting grass in place of cement, using rain barrels and a living roof. But it's still expensive.
