These types of laws (in Wa State too) always seemed well intended but impossibly unreliable.

How are they possibly going to produce evidence in a court of law to this? If an officer writes a ticket but I contest the ticket before a judge and say I wasn't using my phone. What proof is there beyond his word vs mine?

Excuse my poor wording, its 5 am... From a legal standpoint not so stupid. The law is meant to protect American IP. Similar to how there are laws to protect our material goods from burglary, theft, fraud, etc (or even to protect our bodies from assault). Foreign nationals have to abide by these laws as well, and so even if you don't live in the US it still applies. This is why extradition exists. If a Canadian sits on the Canadian side of the border and uses a rifle to shoot an American in the US.... You can be most assured that he will be extradited to face legal prosecution in a country he wasn't in. The legal system views DMCA as a law and it views the internet as the medium by which someone outside the country can violate that law. Similar to how a gun is the medium for the Canadian to shoot the american.

PS Yes I know the example I used is rather improbable.... though I can assure you that he'd at least apologize after he took the shot.
