Dear Dr. King!

I'm office manager of an animal shelter in a mostly rural area of a remote EU country. We have a tough nut to crack. This dog was found on the streets 2 years ago, probably was a stray for a long time. At the shelter he claims territory and only let people in who he likes (around 6 out of 10), with others he shows agression. When we get him out of his territory he's not agressive with anyone at all, can walk on a leash even with total strangers. Obviuosly, he's not up for adoption and we are running out of ideas how to develop him further. He often shows agressive behavoir because of fear, so a bite is always possible (have to add, it didn't happened yet) if not handled right and by the people he knows and likes... Any thoughts?
