The VA was created for much the same reason as MediCare...because they (veterans) are not profitable for health insurance companies and were either priced out of purchasing private health insurance or outright denied coverage (due to pre-existing conditions).

Now that people cannot be denied due to pre-existing conditions, it would make sense to eliminate the VA system and give veterans financial assistance/complete coverage through a private carrier. However, that is a political football that I doubt either party will touch.

Your professor is wrongly considering the ball a "ball bearing". A mistake I was allowed only once at the ball mfg factory I worked at in college.
