That's not proper.
If you watch the video, the threat level is clearly escalating in Yanez' mind. I find it interesting that it is NOT in his partner's mind over on the sidewalk though.
When told about the firearm, his demeanor doesn't change much except he moves his hand to his weapon. With each successive failed command, he prepares to defend himself. Gripping the weapon, beginning to remove it from the holster, etc.
Remember, in Yanez mind, this is a robbery suspect that appears to flout the law (smoking MJ openly) who has announced that he has a firearm on him. Criminals are known to lie when it suits them, so not sure why everyone believes that just because Castile announced that he had a firearm, suddenly Yanez should relax and not be worried.
Personally, it seems like after the firearm disclosure, Yanez was talking about the firearm when he yelled "Don't reach for it!" and Castille was thinking about his wallet when he was "reaching for it."
One thing I don't get: Even if you're think you're in the right, who continues moving AT ALL when a cop is at your open window, hand on his gun, YELLING at you to not do something?
Stoned maybe? Confused because of that? Who knows?

I'm curious how you know the firearm was holstered?
There were two different, competing sets of demands that were introduced by the officer, causing fatal confusion.

The basis for the NRA leadership is to do whatever advances the cause of gun ownership. Stepping in here would not do that; one side or the other will be alienated. Cops, minorities (particularly African Americans) and CCW holders all stand to be upset by their stance. It's a lose-lose-lose situation with no upside.

Color is visible. Often wealth is not.
I suspect that if you correlate wealth and/or financial security, the highest degree of first-time passers have higher financial resources and a greater degree of familial financial security than those that don't pass.
I.e. much more support and much less on their mind while studying.

The Tueller drill.
It's easy for anyone to do. Pick your weapon of choice...gun in pocket, knife, etc. Have someone stand at right angles to you.
The helper says "GO" and immediately runs perpendicular to your standing position.
Once they say GO, you get your weapon ready. Draw your pistol, pull out your knife...even get your fists up and knees bent ready to defend being tackled. When ready, you say STOP!
You turn and face each other. That shows how far away they have to have to be to stand a chance at defending yourself.
For most firearm draws, the distance ends up being around 21 feet with a full grown adult.
If they're closer than 21 feet and they surprise you, you'll never get your weapon out.
THIS is why security/cops tell you to STOP when you start to walk closer until they learn more about you.
