I'm a mechanical engineer for a furnace company that does installs, upgrades, and retrofits mainly in the wastewater industry. Standard TP does indeed break down pretty well, but you have to remember that it has a lot of time to break down between the point where it's flushed and the time it gets to the sludge tank at the plant.

Furthermore, it also breaks apart regardless of being in breakdown stage or not. There are many different ways to feed sludge into an incinerator, be it a conveyor or pressurized transport piping, but the processes we use to get it into the incinerator is never harmed by something as fragile as TP.

Lastly, once that sludge hits the furnace, it sees anywhere from 1000F to 2000F, and..you know..paper burns.

Speaking to your biodegradable paper, it is a specially made TP that is used for outdoor excursions like yours, hiking trips, etc. It is made to break down faster so it doesn't have any opportunity to be a detriment to the environment. If only we would have that kind of thing in mind all the time, right?

TL;DR Standard TP is not a problem for WWT
