I do agree that it's not being enforced to a large extent, but I have been involved in two or three instances where we informed users that they would have to pay for a synch license or take down their video. It's usually only enforced when the user is using the song in a video promoting and/or selling something. In one instance it was a car dealership that was using one of the songs we represent to promote the dealership. Our client came across the video, didn't like that it was being used without permission and wanted the video removed.
Also worth noting is that the original question also mentioned a short film, and if there were any plans on submitting that to film festivals/showcases a synch license is definitely necessary because festivals will want to know that all rights have been secured.
