What Neil is getting at here is something he's gone into at more length in the past. Essentially:

  • Most people ask "What changes should we make to the education system to get more students to study STEM fields and go into STEM jobs?"
  • Neil contends we should ask the opposite question: "Instead of asking what changes we should make to the education system, we should ask ourselves: what changes should we make to the jobs system (and other aspects of the world children see as part of adult life) to inspire children to study STEM fields more? For example, let's give NASA a bit more money and then do great things and show off those great things. Children will see how amazing our achievements are and will ask how they can do those things too. Hence they'll study more STEM fields and go into STEM jobs."

Obviously paraphrasing here.
