The USMC traditionally has been used as a tip of the spear assault force that attacks from the sea. The Navy is responsible for delivering the Marines and their equipment to the intended invasion zone. So to answer your question they are separate and symbionic entities.

The USMC budget is a subsection of the Navy's budget, other than that they are separate entities with separate missions.
