Thanks for the answer! That makes sense - I was confused because I thought the issue was in the capacity of the LHC to produce more energetic beams rather than safely withstand them. I appreciate the explanation.

If the LHC is designed for 14 TeV center-of-mass collisions, why is it necessary to start at lower energies? What are the barriers to "get[ting] up to the design energy?"
