They definitely made sure to give the guy a ticket based on only her eye witness account. In regular cases, a "he said, she said" debate is not enough, there needs to be real evidence from other witnesses, or matching damages to cars to warrant a ticket. This B on the other hand got her well-positioned daddy to give the guy a ticket.

If they did plan on banning flights from those countries, they would be capable of simply banning people who have visited / been in those countries in the last 30 days?
