Used to be a Comcast tech. That's bullshit. There are reasons for it however. The coax that techs carry is actually good cable. They don't know what was installed in your house, and there are cables that don't carry signal as well (thinner copper wire inside), less insulation to reduce outside interference, etc. So have them cut you new wires from the wallplate to the box/modem every time you get installed. But don't pay to run a new outlet if it appears to work fine, unless they specifically say it's bad. Techs are also tracked on follow-up trouble calls. If another tech has to come back out within a certain period, the first tech gets a ding. So they try to replace everything they can.
