I fail to see the distinction

I refuse the body scanners 100% of the time... and sometimes it actually gets me through the line quicker. (because once you opt out, you get out of line)

Devil's advocate:

The libertarians who believe that net neutrality shouldn't be law also typically believe that Comcast shouldn't have a contract with your local government giving them exclusive access to the telephone poles.

But yeah, this is another area where I personally stray from the hard libertarian line. Common utilities need to be regulated for practical reasons, or we'll have 100 different telephone poles going down the street.
