This is exactly it IMO.

Does some random neuron in my brain's speech center understand English? No. Neither does the person in the Chinese room. As a whole my brain can process the English language, which is what matters.

Linux or BSD are your best bets. IIRC the US government is known to have made contributions to the Linux kernel, although those contributions are some of the most looked-over code in Linux.

There have been exploits found as well (probably in the kernel but I'm not sure, it's been a while since I learned about it), that would allow rogue processes to gain root control under certain conditions. No one could find out where that code came from.

Basically - you're never guaranteed to have a perfect OS that's safe from everyone, so with that fact it can be said that no OS is truly safe from the US Government. But at least with Linux you can know exactly what's going on, so the peace-of-mind gained from that is great.
