I think people just have certain expectations of immigration law that are not true to reality. The last time Congress approved a mass amnesty program was under Reagan. OP said he came here in 1996. No program has been in place since he has been here. Further, even if he was here in 1986 when it was passed, that law only applied to individuals that arrived before 1982. When these laws are passed, its not just about being here, you still have to be "admissible." Meaning that if you have a possession arrest, you're inadmissible. Meaning that if you got arrested for driving without a license because your state required proof of status to obtain one, you lack good moral character and are inadmissible. The law is incredible extensive and so many things apply all at once and not necessarily following logic.
