How does someone organize something like this?

Can you elaborate a little please? Go into some specifics? I clicked the 'email chain' one and I got a 200 page PDF paper. I'd go thru something like this but I'm high right now (lol) and just want to know whats going on here. What contract fraud? How big? Just generally, in laymans terms please.
