What /u/Angoth is saying is that the hype and hysteria portrayed in Reefer Madness is real, even if it's completely unfounded. Prohibitionists of all sorts rely on emotion rather than fact to make their arguments.

The point of the "13 year old on the street corner" comment is to say that whatever drugs are illegal are what will be sold on the black market by people looking to capitalize on the illegality of said drugs. For instance, if you keep heroin illegal while legalizing and regulating marijuana, cocaine, LSD, and methamphetamine there will still be 13 year old children selling heroin on the street corner (just as there are today).

I'm a reasonably good marksman, but I've never shot competitively. What advice can you offer for someone who is thinking about getting into competitive shooting in general?
