What have been the biggest differences in making Armed Fantasia and Penny Blood today, compared to when you were working on Wild Arms and Shadow Hearts?

What is your process for composing music for video games? Do you write the songs before you know how they will be used in the game? Or do you decide how they will be use once you are done with them?
