This suggests that "Middle Eastern governments" are in some class by themselves as opposed to governments elsewhere. If we look at how different the cultures are between various Middle Eastern countries (Iran and Saudi Arabia, for example, or Lebanon and Egypt), what can we then say are the traits shared by ME governments?
