As someone who watches and loves all these "superhero" shows, the acting, script and level of production in Gotham is simply better. It doesn't have any of the cheese that Arrow and Flash have.

It's presently an oligarchy, it is transitioning into a fascist regime.

Was Vince ad-libbing any of these scenes?

The movie was about ten times better than I expected (and I figured it would be fun). I now think it will be a comedy classic. Vince's timing was really top notch.
