I think he means freedom of the press to mean the set of laws allowed to publishers that sets them out from other information businesses. Newspapers for instance receive special legal preferences which allow them access to legislative chambers, warzones and executive news conferences, and are also allowed protection and anonymity when working or collecting information which the average citizen does not have.
This does not intrude on anyone's freedom of expression or freedom of speech, just allows for the media to do their job more efficiently.
