They know they can use it to prevent new, competing ISPs from arising (they can use the Netflix/FB/Instagram payments to subsidise domestic connections for long enough to crush any potential new startup, who doesn't have the clout to get Netflix/FB/Instagram to subsidise them).

I suspect the "every nation working together" is much harder than the actual fusion. Look at ITER, a significant amount of time was wasted bickering over which country it should be built in (probably the least important part of the project), with countries flouncing out then coming back.
