If someone calls the cops too much for trivial things, then can the cops legally not come?

By the taxpayers footed the bill, I assume that's because tax money pays for public services like the police or the parks or the roads.

If the police department took on cooperate money, then it would be seen as a bribe.

Is there any way for cops to take donations without it being a bribe? Like a good Samaritan who wants to tip a cop for helping him get his cat out of the trees?

Can the cops also charge people if they make false calls or trivial reports?
