To answer your "what do they do" question, the character attendant typically plays it off as a joke and say something along the lines of "oh Woody/Buzz/Jessie, they're trying to fool you again!" and the characters will look around, as if looking for Andy, and then mime laughing. Either that, or they will ignore it altogether. The parks are loud, and the attendants and characters don't always hear everything said to them.

Occasionally, character performers will take on an attendant shift, but attendants rarely take on performer shifts. Performers typically train in the attendant role for extra hours, or to gain more guest interactions. Working as an attendant allows cast members to really interact with guests in a way that most other roles can't. Attendants are not always approved to train as performers, so it is harder for the switch to go that way. I hope this answers your question, and that it makes sense to people other than myself!
