What do you suggest the US do about Mr. Khashoggis death? Realistically the US would never allow Russia or China to grab a foothold in SA so stopping the sell of arms is out.
And we can't risk alienating our only ally in the region who is against Iran. Khashoggi was not a US citizen and he was openly in favor and worked with the Muslim Brotherhood. Does this actually require any action from the US?
