Most people (90%+) are not capable to learn on their own and need external motivation (aka classes, school, parents, etc) to force them to study. If £2000 led to gainful employment, it was well spent money.

Why would Google want to hire somebody who graduated bottom of the class or did not perform during internship? Top students from law schools work in Big Law and make more money than most Google employees.

So mostly costs - very few benefits.
