Congress was designed to move slowly and deliberately. Changes are incremental and stymied by partisan battles. This system worked pretty well to keep us on track for quite a while, but I fear that it can't keep up with the rapid changes brought about by the digital age. How do we prevent laws such as the ECPA from routinely becoming outdated?

Just to put it in a bit of perspective - as I understand it, the entire EU prohibits electronics with mercury in them under the ROHS laws. Mercury has a significant impact on our fisheries, which are obviously very important to our state.
