I think you're confusing the term "theory" with "hypothesis." In order for a theory to be mature, and widely accepted, it has to go through a rigorous experimentation and peer review process. A theory is comprised of proven facts. To dismiss something as "just a theory" is a rather ignorant position to take (I don't mean that offensively), if that theory has been reached properly. I'm not trying to be a downer either, but I think it is really important that we use language properly to avoid confusion and misunderstanding. The concept of theory is one that I very often see being misunderstood. Also, just because your personal experience doesn't match that of others, or wasn't what you expected, is no reason to dismiss something out of hand. It just means different people experience things in different ways, and there's more to learn.

When a government buys vaccine doses from the manufacturers, is it first-come-first-served and everyone pays the same price, or are the doses going to the highest bidders?

Will you please share your source(s) for this information? I've not heard of this aspect of the immigration situation and I'm interested in reading up on it myself.
