I don't think so. Compared to the size of a city's budget, any fines resulting from this would be negligible. (For the city, not for the fined persons, of course.) The potential for bad press for the city, on the other hand, is enormous. (Which OP realizes, of course, hence this AMA. :-) )

I think the city government would be happiest if both the homeless and OP's organisation just somehow went away and never came back.

I think the difference is that the clichéd "conspiracy theorist" will try and find some kind of overarching conspiracy linking these agendas. As complex as the theories may sound, they are actually an exercise in (over)simplification, since you end up with one horse-sized duck to be fought instead of a hundred duck-sized horses.

No question, just a thank you. I had a camel ride with your company on Cable Beach a few years ago, and it was a great experience. The camels were friendly and looked like they were being taken care of very well.
