Legally, who is responsible for the bed bug damages. Me or the apartment complex?

I had bed bugs in my last apartment. I tossed out a $300 matress with frame, $250 couch, $200 worth of clothes, and $500 of various furniture including desk. They gave me an invoice for treatment and carpet replacement for $2,000. All in all, I lost over $3,000 because of those damn critters. When I moved, I moved with absolutely nothing.
