Always figured it was taxation reasons. The bags of tobacco are specifically labeled pipe tobacco. They don't have the state cigarette tax seal, and a carton costs $55 while the bag of tobacco and filtered tubes to make the same amount of cigarettes costs me $11. Granted I should quit anyway.
