My thoughts on this. Pantaleo and other officers would have had to file a report, which would have detailed what they observed and the conclusions resulting from those observations. These same officers likely need to speak to NYPD Internal Affairs as part of their union's collective bargaining agreement with the City. Pantaleo likely would not have had to cooperate with a different agency (Federal DOJ), his attorney would have strongly advised sitting for an interview, and his attorney likely would have informed the DOJ investigators that Pantaleo would just invoke his 5th Amendment rights if such an interview occurred (making it a waste of time).

If they qualify for Medicaid, the individual families likely pay little to no income taxes. Taxes on businesses are based on the profit the business makes, not the revenue. It would not be difficult to make sure the businesses are never profitable in a situation like this and it would not be surprising if the commune was set up as a not-for-profit.

The Scientologists I hear about the most are entertainers. Is membership sold as a way to quickly get ahead in Hollywood? Does Scientology have control of casting director (whether through membership or otherwise)?

After all if your spouse was spending time in another country with multiple lovers wouldn't you want to safe guard your security in life post divorce?

Redoing an individual's will would not protect someone post-divorce unless the divorce order required certain benefits, usually pension or 401(k) payments, be assigned to the divorced spouse. Modifying pre/post-nuptial agreements may help, as would be assets in a trust controlled by the ex-spouse. The only way changing will would help is if the cheating spouse died before the divorce . . .

From what I remember reading following Garner's death was that chokeholds were not allowed by the NYPD at the time of the incident. It should be noted, however, Garner was not choked to death. Rather, his inability to breath was caused by an asthma attack, which likely was brought on by stress resulting from the arrest tactics.
