It's a tough call. I will give you my perspective. I used to own an independent pharmacy in a downtown area. A few years in we started getting homeless who would sleep outside my store front and near it. It essentially killed my business because the cops wanted nothing to do with them. The would bother my customers to the point that many of my regulars changed pharmacy's to avoid the panhandling and unsafe environment it created. I took a huge loss and sold my business because of it. I think we need to do something about the homeless but jailing them is definitely not the answer. Then issue here in Miami is most of the the shelters are drug and alcohol free and many refuse to get clean so they sleep on the streets instead.

My point is that normal people who have jobs and business should not have to deal with the effects of thr homeless in these situations where it becomes unsafe other a business is effected something like police enforcement needs to be done to protect law abiding individuals
