Some traffic isn't latency sensitive (file transfers come to mind) so "slowing them down" by milliseconds to preference latency sensitive traffic like streaming video doesn't really impact the efficacy of the FTP service.

If you're saying the real problem is one of market power, why didn't the FCC do a market power analysis in the original Open Internet order?

The news reports are all calling Wheeler's proposal a big reversal, despite the fact that the original Open Internet order already allowed for specialized services. Wouldn't reclassification be an even bigger reversal?
