The cost would still be enormous--they have more than one caregiver per patient. Care for adult-size toddlers just cannot be made cheap.

Please note "nonviolent" =/= "victimless." That drunk-driving kid who killed 4 people? He'd be one of those nonviolent offenders, if he'd gotten locked up. Drunk driving, arson...these are not nice people.
