IIRC cannabis is decriminalized in the Netherlands but is not strictly speaking legal. Coffee shops are a legal loophole of some kind that allow the purchase of cannabis, and therefore it can be taxed, but whilst you can smoke it in coffee shops you can't smoke it in public (on the street or in the park etc.) without facing at least a fine. Hopefully someone can back me up on this
