i think a point could be made that all countries foreign policies act in there own interest if neccacery to the expense of others. America is singled out in particular because of its massive influence (including bad karma from 2 wars) and also because it is easier to criticize the big shots than the underdogs.

Well if the FSA army was led by Local Nationalists, then they might stand up for there own and not take direction from the Saudis and Gulf oil states after the war. They all want to take down Assad but its what comes after this is what counts and Foreign nations don't get involved in wars unless there is some ideological/power benefit for them doing so.

Who wants a bunch of refugees? Even if the Arab states won in the Yom Kippur War, there would not be a free Palestinian state, there would be an Egyptian or Syrian puppet government, like what happened in Lebanon. Not that Israel is any better, but states are states, armies are armies and refugees are refugees, their religion, or nationality does not count for two fucks.

Wouldn't it be easier just to drive the distance and pocket the money?
